Tech burbs. For example Bellevue/Redmond, Washington. And of course much of the San Francisco area.
I wouldn't count any part of the San Francisco Bay Area or Silicon Valley as conservative, even moderately. Moderately conservative would be a place like Baton Rouge or Colorado Springs or some of the Baltimore exurbs.
Also while Charleston, West Virginia is mostly a blue collar area, the few immigrants there tend to be highly educated. There are hardly any poor illegals except in the Mexican restaurants. There are Asian, Indians working in some of the industries and hospitals. Many of them are more conservative if you talk to them. You will be surprised how many of them voted for Trump.
The Houston, DFW, and Atlanta areas fit that. Neither Houston, Dallas, or Atlanta are conservative at all but they have many ethnically diverse suburbs that are.

They're fairly conservative compared to the average big city so they count!
The more educated someone is the more likely they will lean left. I'm not sure about specifics but I would assume, the more educated an area the bluer it would tend to be across all races.

To be fair, Jacksonville's foreign born population is tiny compared to Houston, Dallas, Atlanta, and even San Diego. Also, Dallas and especially Houston have massive Central American communities that have little to no education and are very poor. San Diego, while it has a massive Mexican community, has very few Central Americans which tend to be poorer and less educated.
