I'd say given your general criteria Idaho, Nevada and Utah.

Many of those states are ridiculously dry. Western OR and WA, and ID, might make sense though.

Arizona and America's Land of Enchantment are my two favorite states in the American West but New Mexico does have a crime problem.

New Mexico was my choice. I love the high desert and open spaces. It probably isn't for everyone because you have to like challenges and learning new things. Crime in New Mexico, especially property crime, is an issue in Albuquerque but the rest of the state is not very bad. Like anywhere, choose your friends wisely, don't go places where you feel uncomfortable, and watch your stuff.

I should probably have added, if somebody is fairly active and enjoys the outdoors such as running, hiking, hill running etc.

Idaho or Utah get my vote. Each are still affordable, offer decent economies (Boise & Salt Lake mainly), great outdoor opportunities including snow, decent weather (my opinion), etc....

I’d be super happy in either area, and I lived in California for 3 years, hated it most of the time.

California, it has everything every other state on the West Coast has, and then some, and oh yeah 40 million freaking people. The next state has 12 million less, and only 6 states even have 12 million people.

Western Oregon is a great place to live! I keep hearing the cost of living is too high, but I don't see it. Recreational opportunities are everywhere....oh wait....never mind....

I agree California is overcrowded along a fire hazard fault line with no potable water. Wait, what was the question?
