You can live on 1200 a month in Tucson, Sierra Vista, Huachuca City, Benson, all in AZ. I'm guessing you could also manage in Las Cruces and Alamogordo, NM.

Guanajuato City, Mexico is in my opinion the most beautiful city in the world. Affordable by US standards, decently sized but not huge, safe, great weather. Only downside which is also a plus is the hills and the lack of ability to use cars in most of the alleys

Mexico has a higher minimum income requirement than he has if he wanted to stay longer than 180 days.
