Criteria #1 knocks out Massachusetts, New York, New Jersey, Michigan, Ohio, Illinois, Wisconsin, Minnesota, Oregon and Northern California.
Criteria #2 knocks out southern California (earthquakes), Florida, South Carolina, North Carolina, any state skirting the Gulf (Hurricanes) and Hawaii (Hurricanes and volcanic eruptions).
That leaves Georgia (low risk of hurricanes, relatively low COL), but there are only three public beaches (Tybee, St.Simons and Jekyll Islands). Then there's Virginia, Maryland and Delaware, with a moderate climate and relative affordability.
Simply put, there's a price to be paid for living at most any American beach.

The Alabama, Mississippi and south Texas coasts are so underrated in the minds of many. Outside of their own state, MS and AL seem to mostly draw from TN, KY, LA, AR and MO.
Texyn, outside of TX, where do most of the tourists flocking to South Padre come from?

Best beaches . . . Destin, Florida . . . really the entire Panhandle of Florida.
Not really known that much outside the southeast, which is sort of crazy.
I know! Still a pretty well-kept secret.
