Virginia Beach tends to have a rather transient population because of the large concentration of military bases, so it could be a challenge for children when there is significant turnover among their friends and schoolmates. Charleston is more likely to be a place where people end up staying for the long term once they move into the area - it certainly has job and educational opportunities, but is more of a lifestyle destination as well. The winter is about 8-10 degrees warmer than Virginia Beach on average, with more hours of sunshine as well.

I don't know about this. Virginia Beach has a pretty large native population as well, or at least a large population if people who have been there at least two to three generations. There are alot of transients but the largest number of transients tend to be clustered in very specific areas...
Another factor to consider is hurricane probability and subsequent flooding which Charleston is considerably more prone to given the geography of the east coast and the Hampton Roads VA area more protected given the predominate Gulf Stream ocean current which pulls storms further out to sea off the coast of NC and VA.
Charleston is beautiful. Traffic is not great, particularly given its size. But that’s a logistical matter of work and home, and if you mastered that, I don’t think I could say enough good things about Charleston.
