Michigan without a doubt. If you use the CSA you can include Ann Arbor too.

If you add townships quite a few pop in the Philly area but these are cities (but towns in the area have really small borders so no huge population by single municipality

Arizona is a prime example--9 of the top 10 cities in the state are in metro Phoenix:

1. Phoenix 1.7 million
2. Tucson 525k
3. Mesa 500k
4. Chandler 255k
5. Glendale 250k
6. Scottsdale 250k
7. Gilbert 245k
8. Tempe 185k
9. Peoria 165k
10. Surprise 135k


In Tennessee, not as dramatic as an example as Arizona, but interesting, nonetheless:

Not what you asked, but

Philadelphia contains the largest city of another state (Wilmington, DE) in its metropolitan area.

New York City does too with New Jersey's largest city of Newark.
