The only real big cities in the Northeast are Boston, New York, Philly, Baltimore, DC, and Pittsburgh. Of those, I'd say Pittsburgh and Baltimore are more laid back than the others. Although that isn't saying much in terms of being actually laid back.
If not considering actual populations, but going with what are considered the major populations of the Northeast, I still think Portland ME can be considered major. It's the largest city in Maine. I think for being the biggest and most important city in a Northeast state, it's very laid back.
Now if we don't consider Portland a major Northeast city, do we consider Providence RI to be one? If so, I'd say that.
For me, while Pittsburgh and Buffalo are in states that are always considered Northeast, I view as individually NOT Northeastern. However, if they're included, and Providence is too small, then Pittsburgh. By that measure, though, Buffalo becomes too small too.
As for only the most prominent Northeast cities of Boston, NYC, Philly, Bmore, DC, then it depends. I think Bmore has less going on, but it's more active in other ways lol. Boston's nightlife is lacking, so then Boston wins if that's considered laid back. But the people themselves are not actually laid back. As for the people themselves, Philly is laid back as in nobody really cares what you do or how you dress, but the nightlife is better than Boston.
Tl;dr depends on definitions of "laid back," "Northeast," and "big city."

I would go with Baltimore due to what I like to call it's "stoop culture" or "porch culture". Although the city had almost 1 million residents at one point, it's pretty laid back by NE standards. Still when comparing to a place like lets say Tampa, FL downtown, Baltimore will seem much more urban or faster paced.
I'd say Pittsburgh is the most laid back big city in the northeast.
