What cities (let's say something like minimum population of 40k) offer opportunities to practice fly fishing within city limits (or within 1 mile of city limits)? Freshwater, saltwater, wading or floating, and any targeted species qualify. However, I am asking about places where fly fishing is actually viable/ practiced by the local population, not where it theoretically could be practiced but would not be safe, effective, etc.

You can do fly fishing here (Erie, PA) within city limits in the many tributaries/streams/creeks that feed into Lake Erie for steelhead trout, brown trout and rainbow trout. The main tributaries known for having the best trout fishing here are Twelve Mile Creek, Elk Creek, Walnut Creek, and Twenty Mile Creek.

Fly fishing is very popular here in the springtime and is also popular in smaller nearby cities with other smaller creeks/streams.

Rocky River in Cleveland is stocked every year with Steelhead (rainbow trout, essentially).

And like Marie said above, great trout fishing between Cleveland and Erie, both states (OH and PA) have great stocking programs.

Phoenix has great fly fishing along the salt river. There are a lot of man made lakes in town where you could too, but I prefer moving water.

This is a big thing in Grand Rapids along the grand river downtown. Year round there are dozens of people fishing in and along the river between 6th St and Wealthy. It’s particularly fun to watch in the fall as salmon head up the river from Lake Michigan to spawn.

Literally any city with bodies of water.

I often see fly fishermen on Minnehaha Creek in South Minneapolis, also above St. Anthony Falls on Nicollet Island across from downtown Minneapolis.

I wouldn’t say any city with a body of water. You don’t see people fly fishing on the Hudson River in the middle of the day. Also, most southern cities with water are too warm for most types of fly fishing (that anyone would want to do anyway), so in the south, it’s only going to be high elevation towns with fast moving water in town.
