There's not really any white water rafting near San Diego though, you'd have to go to Northern CA for that. There is a really nice glider port and a 300ft bluff overlooking the ocean though that lots of people use.

For a smaller city, try Chattanooga.
I think there's hang gliding at Lookout Mountain and the Ocoee River is not far off.
I wouldn't doubt that there are spelunking opportunities nearby too; I don't know if they allow it at Ruby Falls.
