It certainly isn't Arab, AL. which is 98% white. Philidelphia is unique because it is influenced by the Choctaw tribe located nearby.
I'm going to go with Yazoo City, MS. but it is delta south. Natchez, MS would be my other option in Mississippi.
In Alabama, I'd go with Selma, Montgomery or any other blackbelt city.
The Black Belt and the Deep South aren't interchangeable.
Blackbelt of Alabama is what I was referring to. So whatever.
