I haven't spent much time in TX so I can't say either way. Jacksonville isn't elegant at all, in my opinion. I'd say most larger cities/suburbs in New England are elegant because of their strong Euro roots and ties. I wouldn't call NYC elegant, but many suburbs I would classify as such.
Elegance is not pretentious. It's am mixture of class, modesty and mannerisms. One of the most elegant towns I've ever been to are Essex and Old Saybrook, CT.

I'd say that's more trendy - not so elegant. Elegant to me is conservative attire (Oxford with nice slacks). By the picture you posted, definitely Manhattan, possibly LA.
