Dayton/Springfield OH: I can't think of any PR which exists, unless you count the continued closing & moving of manufacturing companies who originated in Dayton.
Atlanta: I'd say the most recent PR disaster to come around was January 28, 2014 ("Snowmageddon"). It was an unmitigated PR and real-life disaster for everyone, from the State of Georgia to the City of Atlanta to GDOT to everyone in between. There was a lot of schadenfreude going around at the 'fact' that Atlanta drivers 'can't drive in an inch of snow'. The ****-poor government response and heightened media attention didn't help matters, and only led to more ridicule.
Jacksonville - The bringing in of cruise ships for people to sleep on/in during the hosting of the super bowl. I know Jax is not really a major city, and I myself will likely be out of here within the next few years, but I have never lived in an area with so much potential. We have amazing Florida beaches, never ending land, good weather with slight change of seasons, and by and large brand new infrastructure, but the city has just never taken off. If we could ditch the redneck stereotype (which is pretty inaccurate in much of the city now) I could see big growth. Living year round in Florida is not everyone's cup of tea by any means, but i can honestly say weather wise there is no where else in Florida i would rather do it.
