The reason for this is the boom that we were having which meant a lot of new stores, condo's, home's, office, etc!!! When the market crashed, all of those homes that were being built with that demand for housing, so when it slowed with all of those units finished there wasn't enough people to fill those new units!!!
(you guy's need to play Sim City 4 it can really help you, to bad I don't play it anymore) lol
