Usually not. Most facilities have specific visiting hours, and some require you make appointments beforehand, so that they know how many visitors to expect (and thus, the number of staff needed to manage the visiting facilities).
You'd probably have better luck just showing up if you were the guy's lawyer, and were working on an active judicial process with new rulings coming out.
