Over the past two years, of the 49 cities with at least 1 million people...

Minneapolis
Oklahoma City
Buffalo
Rochester, NY

4 cities that best weathered the recession - Stocks & economy- msnbc.com

"None of the four relies on heavy manufacturing industries, such as autos or steel, which have been hit hard by the downturn. And all have avoided the extremes of the housing boom and bust that devastated much of California, Florida and Nevada."

Apparently the key factors for these cities low increases are:
  • Minneapolis: medical equipment industries
  • Oklahoma City: state & local government employment, oil & gas industries and aerospace maintenance industry.
Buffalo and Rochester's ranking in some part was due to their high unemployment prior to the Jan '08 - Jan '10 period but mention of movement away from manufacturing based industries to health care and education employment was cited.

Among cities of all sizes, Fargo and Bismark North Dakota have the lowest unemployment rates of 4.8% and 4.9% respectively.

You mean Urban Metropolitan Area of the cities don't you?

This list makes me laugh so hard.

Buffalo and Rochester haven't ever recovered from the 1982 recession!!! They're not showing a decrease in employment because there never was a boom there for them to come down from!

Actually, Rochester got hit harder in the mid-late 90's when Kodak laid a lot of people off. Fortunately, those that got laid off created start up companies that are doing alright.
