If you are living in Georgia (for close to 7 years) and you keep renewing your vehicle in Alabama to avoid paying Georgia Ad Valorem Property Tax, is that not Tax Evasion? Surely that has to be illegal.

Does anyone know for sure?

You would certainly be breaking at least the law that requires you to register your vehicle in Georgia within 30 days of establishing residence. Once your vehicle is registered in Georgia, then you are required to renew it and pay tax on it annually. You are also required to get a Georgia driver's license and pay income tax in Georgia, so not doing those would probably be a crime as well.

Only a lawyer can tell you for sure, and I'm not a lawyer.

Happens a lot. People might buy a condo in Florida and yet have their primary residence in GA but use the FL address as their "primary". No state income tax for FL. Might register vehicles there as well. The other thing is people who might own a property in a "cheap" GA county where ad val taxes are "low" and therefore register their vehicles in the cheap county. The cheap county doesn't care since they get the money. No way to track this and many tax commissioners are loathe to pursue this due to votes. The county by county system of taxing is messy.

That wasn't the scenario described by the OP. Sure, if you live in more than one state, the one you reside in for 6 months or longer is typically your legal residence.

In this case, the OP described a scenario where the person has been a resident of GA for 7 years.

The OP described a scenario where their car is registered at an out of state address. If you prefer AL over FL for the scenario, fine by me. Same idea. Yes. It is cheating the local government of revenue. No, most counties will not pursue the issue nor even collect back taxes. I ran a local MVD office for a metro county for some years. I know the game. Had one guy who drove around for 3 years on a paper, drive out "tag" and never got stopped. Did we collect back taxes? No. The OP is claiming residency, de facto, by registering his car in AL and not GA. He has to use an AL address which is likely that of a relative. But he is claiming residency in AL. Lots of GA folks claim FL even though they live in North GA for most of a year and condo in FL in winter.

This is part of the problem. Have no shame in reporting them to your county tax assessor. When others cheat on their taxes, everyone else has to pay more. Call me a snitch if you will. I have called twice for this very problem. It hurts everyone.

One of the people moved, but the other one ended up registering their vehicle in our county within a month. I don't know if my information played any part in it, but once they registered here, I was happy and didn't think about it anymore.
