Hi.
I just moved to MI and moved to aprtment about 2 months ago.
Suddenly about 3 weeks now,
I hear this clinging noise from the pipe donwstair basement.
At first it was real noisy banging noise.
I told the office about the situation and 5 days later,
plumber came in and put some foam on the pipe i think i'm not sure
and reduced the noise from banging noise to clinging noise.
But after he left and especially when the weather is cold, rainy or windy,
or during the night around from 3am ~7am.
there's now this cling, cling cling, dung! dung! noise.
few clinging noise I can tolerate but the dung! dung! noise, I can't,
So I went to the office again but the plumber came and they say the didn't hear any noise.
so they left
the day time noise come randomly but often during the night time.
And now what the office is telling me is that
it comes from the heating system so they can't fix it or do anything about it.
It's only my unit that is having this problem and they won't let me break the lease.
is this something really unfixable?
What can I do about this situation?
I try to find new plumber my self but they told me they can't do anything until the office will approve.
Thanx for reading.

I assume you have hot water radiators, which can be very noisy. A Professional should be able to bleed the system and remove the air from it. That's what is causing the noise.

Also, could be the main supply system hammering. But more than likely what "Allbusiness" said. As a renter, nothing to worry about, just annoying. Or you could just call it character...

adding an air gap will usually shut this down. it is officially called "knocking." It is caused by closing a water faucet. If you look under the sink at the pipes you will see air traps, but over time, if water gets into the trap, the pipes under the faucet will knock, and that transmits through the building. In a single family home it is easy to track down a knocking pipe and add an air trap, but in a building, it may be more difficult. The landlord sounds like a lazy jerk for not helping to solve this, as it really is not complicated.

Look up "water shock arrester" for more details.
