What would the country look like if no one was on welfare and everyone had a bachelors degree? (employment, crime)

There would be a country full of smarty pants thinking each one is smarter than the next, and there would probably be more conflicts then there are now as people scramble to prove how smart they are as compared to the next. Probably more "going postals", cyber thefts, etc.
