I know it sounds too idealistic, but can you think of some project that a wide populace would be amenable to a tax increase with Let's Do It Now, Not Tomorrow!

Return to the Clinton era tax rates. Nothing else will ever do because it is at best a tax cut for the rich and at worst that and a tax increase for those paying less taxes.
