Which specific question are you referring to?
1. What's RICCO got to do with it? I don't like the fact that the government immunizes itself from prosecution for flagrant RICCO activities. Like the CIA involvement in world drug trade.
2. No data, because only the government knows how many desertions, an they're not in the habit of sharing info with free people. But I personally know three deserters, which is more than the total number that have been prosecuted.
