build an flexible nano tube like tunnel to space with huge width (several hundred meters?? kilometers wide?) and heat an ocean water to offset the rising ocean. once water levitates through the tunnel to space using satellites gather the steam and throw into space thus out of earth circulation.

Water is not a renewable resource. It needs to be conserved, not thrown away into space.

The more load we put on the system the worse it gets....Maybe we should get rid of half the population of the planet?

Undrinkable sea water and fresh water are part of the same system. Sea water evaporates, turns to rain or snow, and precipitates on land to recharge bodies of fresh water and aquifers. There is no spare water on earth.

and who decides - I do like the idea of reducing population load- but to be fair it would have to be EVERYBODY contributing.

take just enough out of circulation to keep sea level from rising.

Here's one for ya:

How about a wind and solar powered glider that blocks the sun over the polar caps to reduce the water and ambient temperature in an effort to reduce their melting rate. It'll essentially be a giant kite that can either block or filter the sun's rays. Maybe I've been watching the Avengers too much lately.
