They have control over the packaging of the products sold in the park which makes a big difference.

Los Angeles claims to have a much higher percentage recycled.

Being in Tennessee or Los Angeles doesn't make the recycling program conservative or progressive. You might want to have yourself checked out.

I understand that EVERYTHING is political nowadays, but I don't feel like the OP meant "progressive" in terms of politics (i.e. liberal/Democrat). I think this was just more of a general statement based on the traditional meaning of the word "progressive" - the fact that the composting and recycling program in Sevier County is so advanced to the point where they are able to keep about 70% of waste out of the landfill, which is excellent when compared to most places.
