We have underground power lines here, in our new communities. It is supposedly for when we have hurricanes. I didn't read the article, but I thought I'd put that out there.

The technology required for local distribution power lines is completely different from the tech required for long distance bulk power transmission. I do not see any economical way or an adequate reason to replace current above ground transmission lines. Besides using superconducting lines can be very dangerous if a section of line loses superconductivity while carrying high power levels. The changed section of line is likely to explode what it becomes normally conductive.
