I thought South Carolina like New Hampshire has either done or wants to do.... would pass a law disallowing the unconstitutional TSA anywhere in the state. The LAST thing they should do is build a whole floor of their airport to accommodate the TSA.

And, we should allow people to fly without security??? Whether it's TSA or another entity, there has to be security. It needs lots of space, too. So, I'm not sure where you're coming from on this...

The area has to be built for security.....it can either be TSA or as some airports have done, a private firm (that still must report into TSA).

The Greenville-Spartanburg Airport Commission has received a $2.94 million grant from the U.S. Department of Transportation for the design phase of a terminal renovation project at the Greenville-Spartanburg International Airport. Construction slated to start in 2012.

Greenville-Spartanburg International Airport commissioners have selected Skanska/Moss/Roebuck as the general contractor of the $100 million terminal renovation and expansion project, subject to successful completion of fee negotiations. If negotiations can’t be completed with Skanska/Moss/Roebuck, the airport will turn to the second-ranked construction management firm, Austin/Shelco, and finally the third-ranked, Yeargin/Hunt/US&S. New passenger boarding bridges coming to GSP:

ITEM DESCRIPTION - New Business Item B
Award of a Contract for the Passenger Boarding Bridge Replacement Project

BACKGROUND
In the FY 2012 budget, the GSP Airport Commission included a capital project for replacing eight passenger boarding bridges (PBBs) and installation of pre-conditioned air & fixed ground power units. This capital budget line item involves two (2) separate contract awards. The first contract award includes the removal and replacement of the PBBs at A1, A2, A3, A4, B1, B2, B3 and B4. These bridges were originally installed during the 1989 terminal project and have exceeded their useful life. In accordance with the policies for procurement and award of construction projects, Staff prepared a Request for Bids (RFB) document and advertised the project nationally. Bids were due on June 30, 2011.

ISSUES
Two (2) bids were received on June 30, 2011 (see below). Commission approval is required to award the contract on this project. Based upon the bids received, the recommended action is to award the contract to the lowest responsive bidder. A formal bid summary is attached.

Bidder/Bid Amount/DBE Participation
1. ThyssenKrupp Airport Systems/$3,038,824.00/6.73%
2. JBT Aerotech/$3,255,673.00/8.1%

**GSP's allocated budget for this project was $4,640,000.00 so they definitely saved a good bit of money with these bids. With a ten (10) percent contingency of $303,882.40 added to the lowest responsive bid, the funding required for the Passenger Boarding Bridge Replacement Project is $3,342,706.40. The remaining balance of $1,297,293.60 will be used for the preconditioned air & fixed ground power project and related electrical service upgrades required to power the new equipment.



Cell phone lot coming to GSP:

Maintenance Facility Area-

Mr. Holcombe stated at the last Commission Meeting the unsightly appearance of the old rental car maintenance facility was mentioned. This area is partially visible from the roadway when exiting the airport and does not blend well with the overall appearance of the Airport. This area has been vacant for several years and is overgrown with vegetation. The asphalt portion of the old parking area has deteriorated thus allowing grass and weeds to grow up through the cracks. Staff is recommending this area be converted into a new Cell Phone Parking Area. The cell phone parking will be at the entrance with the remaining area cleared, graded, and seeded. If current parking is filled before an expansion is completed, we could possibly allow overflow parking in this area (on the grass with no shuttle service) for a set dollar amount of a limited time.

Staff will also look at electronic signing with arrival information. A preliminary cost estimate to mill and repave a portion of the old rental car parking area for cell phone parking, patch and sealcoat the roadway, grade and plant grass on the reminder of the lot and add lighting is approximately $68,000.00. The timeline for this project is three (3) months.

It is respectfully requested that the Airport Commission resolve to (1) authorize staff to move forward to bid and award the project with a not to exceed amount of $75,000.00 which includes a 10% contingency; and (2) authorize the President/CEO to execute all necessary documents. A motion was made, seconded, and unanimous vote received to approve Staff’s recommendation.
