Hi I'm in Greenville, considered Mauldin City Limits. My neighbor has a lot of cats. She keeps dumping the droppings and cat litter in the backyard on a hill where drainage happens. I have brought it up a few times and offered to purchase a trash barrel for her to dispose of it in but she didn't want to do that. Not only is it washing into my yard but I am trying to put a stop to this due to the scent and unsanitary problem next to my vegetable garden. Is this illegal to throw cat waste outside in mass quantities as well as cat litter? Who should I contact to stop this situation? Any suggestions? Please help!

Try this. I found something interesting under Code, Animals, General, Animal Waste. Interpret as you will. Also, call the City. 864.288.4910

Cool - also 18-34 Environment / generally / nuisances has a specific penalty level:

Quote:
The occupant or lessee of any such premises and the owner, his agent, representative or employee having control of any vacant premises within the city who shall permit or tolerate the existence of any conditions condemned in this section shall be guilty of a misdemeanor.

Go in person to the city offices.

PLEASE don't call 911 or the on-duty cops. People do that all the time for things that aren't or shouldn't be concerns for on-duty patrol cops who have far bigger issues to tend to.

Most cities have a civilian code enforcement guy, not a cop, who can come meet with her.

Try the Health Dept. Used cat litter can contaminate ground water. They can maybe give you some advice.
