This is what I don't understand. Why does one need to submit a proof of insurance? Insurance of what, by whom? Can't you just have your CDL and not be working as a CDL driver in South Carolina?

I'm pretty sure that they're referring to auto insurance

Maybe but it's not clear. Do you have to own a vehicle in order to have a CDL?

But I suspect you got your CDL as a SC residence, which may be different. I am moving to the state with a CDL and this is just not clear, that specific "requirement".

Update: Was able to get someone from SC DMV CDL Dept. on the phone, she has no clue why this line is there, it's probably a mistake. Pretty straight forward as we all suspected.

Unless its changed, you cant have just a drivers license in SC. You have to either own a vehicle or carry liability insurance to cover you no matter what you drive.

A person cannot have a driver's license without owning a vehicle??

Or what some called drivers insurance, yep. I suppose someone could be listed as a driver on someone else's policy and go from there, but at one time, thats the way it was.
