Why can't Virginia just smash all the 7 cities of the 757 together and call it Hamptom Roads or TideWater city. Matter of fact why can't we add everyone from the perimeter of Virginia Beach, Suffulk, Cheasepeake Isle of Wight, Williamsburg, Gloucester County and Matthew county from the outside-in, into a big fat city. Wouldn't that be cool? We're like Greek City-States out there!

What advantages would that bring? We already have regional agencies like HRPTO and HRPDC that incorporate all the areas you mentioned, each city has its own character, and the southside/peninsula are separated by a giant river with only bridge-tunnels connecting them. Not saying I completely disagree but you usually have to justify why you WOULD change something not why you don't... so state your case.
