I'm surprised there's not more posting. Maybe a few of the other Harrisburg area posters are on vacation this week.

Just noticed your addition of Marysville Borough, Perry County (http://www.marysvilleboro.com/per-marysville/site/default.asp - broken link) to the list. It's fairly quiet once you get off US 11-15, and unless there's a wreck it's only about a 10-15 minute drive to the north end of Harrisburg. There are a couple of blocks of tiny lot size houses but a few have a bit more breathing room.

A big new development is starting on the mountain just south of town but the developer is supposed to allow a corridor for a walking trail to connect the main part of town with the existing http://www.satc-hike.org/darlmap.pdf in State Game Lands 170.

Shopping is very limited due to the proximity of the Harrisburg "West Shore" suburbs.

Main Street is below the railroad, has a couple of bars and a row of houses. The railroad is high above you in that area because the PRR was smart enough to know the flood zone (perhaps after hard lessons of 1889). Access to that lower part of town is through a unique arched underpass under both 11-15 and the railroad, referred to as the "Marysville Subway," with a secondary roundabout way through Overview and up to Tower Road in Enola. Don't be tempted to drive Tower Road all the way over unless you have a "Trail Rated" Jeep.

If you're considering Marysville can also look at Dauphin, Pennsylvania - Wikipedia, the free encyclopedia which is similar, maybe even quieter with its new sound-barriered bypass. A dead end road heads up from the Stoney Creek Inn at the south end of town (fairly good food) to State Game Lands 211 aka St Anthony's Wilderness

US 22-322 despite being new still backs up on Friday afternoons, especially on Penn State home game weekends.
