There are a few positons working for the Reserve Components that require you to be in the Guard/Reserves but that's not what we're talking about.

We're talking about be a civil service government civilian employee (GS/WG) or else working for a government contactor.

No you do not have to be IN the military to work FOR the military. Check USAJOBS website. You will, however, have to pass a drug test.

NO. You don't have to be in the military to get a government job. Face it, in Hawaii (Oahu specifically), the only game in town is tourism and the military (DOD) or federal government agency. The pay is good but the cost of living here is high. Forget working for a family business here if you're from the mainland for obvious reasons.... You have to decide what's right for you.... People always knock the military in Hawaii but I have worked in federal offices here where most of the employees were local and enjoying the job security and pay a government job brings... They aren't the ones complaining......

The military hires civillian workers.

Yeah, I agree. A cultural anthropology/Asian studies degree is just a generic "I went to college" certificate. The best it will do is get her a job that requires any degree.

There are non-military engineering jobs in hawaii. I've worked in the tech industry for 10 years here now. I've seen several positions for a company that lays ocean cable, for example. There's just not very many of them. It helps if you live here and can constantly monitor the job sites and do a local interview. Probably very difficult to get a position from the mainland unless you have a very specialized skill someone needs.
