I got a letter today saying I needed to pay 3 months of premiums for Part B (I start medicare as of 11/1/2020) -- I also started social security survivor's benefits and just received back payments for August and September, 2020. Did the information get crossed because of being a new social security survivor and choosing to take benefits as well as turning 65 about the same time? I thought Part B premiums were deducted from your social security benefits and not paid separately. I understand that my medicare supplement premium will have to paid as a separate billing.

Do you turn 65 in Nov, therefore a Nov 1 effective date based on your age? Is it possible that Medicare Part B was made retroactive to August? So then , you would pay for Aug, Sept and Oct and then start deductions from your own SS benefit in November? Do you get the option of opting for the larger Social Security check amount?

I don’t know if my story is similar enough to help. I was approved for Part B in July 2018. I didn’t actually get notice of it until October. Because the benefits started July 1, I owed them 3 months plus October’s payment. What happened was that my entire Social Security check for November was taken to cover the payment I owed. It wasn’t enough so they only gave me a partial SS check in December. From January 1st, full SS benefit resumed minus the new regular Medicare Part B deduction.
I’m guessing something similar might be happening with yours. I could be wrong because I don’t know the details of your situation. It just reminded me of it. I doubt that yours would take a whole month and a half bite out of your benefits like mine did (mine included penalties). If I’m right, you’re looking at a reduced pasyment for one month before resuming regular benefits again.
From my calculations, they determined that my $723.00 Part B HMS 500 premium statement is for approx $289 for November, $289 for December and $145 for January 2021. I assume I won't have a deduction for those three months since they will have already collected that amount. My Part B should go down to the base amount based on my 2019 taxes so the $145 should be correct.
Got another letter today, they are deducting my Part D from my November 18th social security benefit. Why are they able to do that but not the Part B premium???

You most likely elected the Part D premium to be deducted from your SS check. On a Part D app, applicant can receive a paper bill, link to a checking account or deduct from SS check. It’s a much smaller amount than Part B premium. They probably can’t deduct a really large amount from your SS check, lest they leave you with nothing to live on.
