I have the same issue and my dermatologist said I needed to moisturize a lot, that it was due to dry skin, etc. I know winters can be rough on skin, but I don't think this is the only issue. It seems to get worse with age. I'm curious to hear what other people have to say.
Sometimes shingles doesn't show up itchy and painful for awhile. Not saying you have them but check this photo and site out. Looks similar to your pix. Anyway a dermatologist is your best bet for a proper diagnosis. Shingles Photo Gallery
My wife had shingles with no itching or pain, the rash like blisters kept coming faster and faster so we took her to the dermatologist and she was told she had shingles and was given an r/x for it.
