Why are you asking?

Though the risk of HIV transmission through oral sex is low, several factors may increase that risk, including sores in the mouth or vagina or on the penis, bleeding gums, oral contact with menstrual blood, and the presence of other sexually transmitted diseases (STDs).

Yes, though as already stated the risk is somewhat lower. Its not the position that matters, its the protection.

Maybe not HIV, but other cancers.

Just ask the actor Micheal Douglas :

It is believed oral/genital contact could be an HIV transmission mechanism. It doesn’t mean you have contracted it for sure, just means it’s possible. If you know your partner was infected or at risk, it seems to me it would be a good idea to get tested but I’m no doctor so my opinion does not constitute medical advice.
