I agree on King John's signing of Magana Carta, but on second thought it could be the Burger King pondering a new menu lineup.

I was thinking Magna Carta too, but I thought nah too obvious. Then I started looking at some things other than the guy with the crown and the paper he's reading. One there's some clergy (high ranking it looks too) standing behind him looking over his shoulder. Two the tents look vaguely martial, and the affect is added to by all the soldiers standing around. Three a fair number of the folks outside the immediate action don't appear to be wealthy. Four the guy has a beard which is not how I usually imagine John, but it is how I imagine one of his relatives. Four, the tablecloth appears to have crosses on it. So to be the dissenter I'm going to say it is Richard the Lion Heart taking the cross and agreeing to go on Crusade.

Although I'm hung up on the treasure chest by the table which seems important. My other guesses would be something to do with Charlemagne or Clovis, but the clothes and arms seem out of place for Clovis.

Actually I'll confirm it was the signing of the Magna Carta. Go to the wikipedia page for Magna Carta, and you'll see this picture which is named something like King John Signs the Magna Carta.
