Because it's poor and even more corrupt then the United States.
The United state is the least corrupt country of anyone anywhere near its population. Back on topic. Being western is no longer about the location but of the mind set, culture and values.
Well, I have to tell you a little story here. My father in law who is 94 years old is a 100% German who was born and lived the first 15 years of his life in the USSR. He then escaped to Nazi Germany. Sort of like out of the frying pan into the fire eh? Anyways, he has great admiration for the Russian people. The fact is that they excel in just about everything. The sciences, arts, sports, you name it and the Russians are good at it. Now knowing this and adding to that the fact that Russia has by far the biggest reserves of just about everything in their country I asked my father in law a question. Why, since the Russians are so smart and capable, have a country of incredible resource potential are they not far more successful as a people and as a nation than they are? My father in law looked at me and said, "the problem is that deep within the soul of a Russian dwells a bararian and that fact prevents progress". I looked at him for a minute and said, "that's amazing, that's exactly what us Anglos have been saying about the Germans for a hundred years!!!!!
It always seems there is always a bit of truth to stereotypes.

Russia is not poor by any stretch. It has more natural resources per capita than any other country on earth. It is the world's biggest producer of natural gas, the 2nd biggest producer of Oil and the 5th largest gold producer in the world.
Russia also have the the 3rd largest Foreign Currency Reserve Fund in the world behind only China and Japan. The Russian Government has far less debt than the US Government. The wealth of Russians is steadily increasing year by year. Their economy has averaged at least 5% growth over the last decade.
