16" shell would be a total waste if you were lucky enough to hit a small craft with on. I don't think the Mk 8 turret tracks fast enough for speed boats, and if the initial idea was just a show of force the 5" MK28 would have been the way to go, it is impressive when shot and is capable of fast target tracking and acquisition. Since the first round was allegedly a illumination shell from the 5" the subsequent rounds would be the Mk 49 which not expressly designed for surface to surface engagements would would just fine. As for the Phalanx, while cool it wouldn't send a signal any more impressive than what you couldn't send with a regular .50 M2. Of course all of this depends on the size of the crafts being engaged, not all Iranian "patrol boats" puny.
