However, had he been a benevolent occupier and set up some form of puppet government as an alternative to Communism, I bet that he could have raised huge numbers of Russian troops. Stalin was just loathed and feared at that point. It was really an accomplishment on Hitler's part to be despised even more than the Soviet dictator.

Yugoslavia tied up the germans more than anything. Four major operations and they never got tito. Thousands of germans and their allies that could have been fighting in russia were fighting gorillas.

My grandfather who fought in Italy told me how the Germans often did not take black's alive if they were captured. Conversely he told me they often afforded the germans the same courtesy, particularly if they were wounded. War is hell.
