I am not sure how to compare combat capacity, but the French navy is the only one besides the US to operate a carriar (the Charles De Gaulle) capable of launching non-vtol aircraft (or so I have been told) A second one is supposed to be built but has been continually put off. They have another helicopter carriar as well.
