Gin Rummy 500 qustion... (making)

Say a player puts down three queens and a joker;
the next player wants to put a queen on the former player's queens and joker;

is that allowed? or does the joker count as a queen - thus making the first player's three queens and the joker equal four queens (thus, no more queens allowed on that play)??

I would say you could put down the Queen. The other person made the joker into a queen so now there's 5 queens in the stack of cards.
