I'm not sure which segment of society/fan the league is trying to appease. The latest generation of fans seem to be just as enthusiastic about rough and tumble play although they don't see too much of it in comparison to 30 years ago. Of course, the game can't be permitted to be TOO dangerous for the safety of the players, although it still has to be entertaining enough for fans to want to watch. The intense rough play and occasional fight/brawl was highly entertaining.
I think today the league is not afraid of handing down more serious penalties. I know a lot have been inconsistent. But now you have the Dept of Player Safety that reviews every hit. Back then I don't think there was any sort of system.
The other hand I feel is the game has changed. Today the game is more about speed and finesse. You cannot "goon" your way to a Cup anymore. You will get beaten with talent and pure skill. Hence, why the Flyers haven't won a championship in almost 50 years.

The Department of Player Safety has failed to protect players so many times. They do seem afraid to enforce the rules during the playoffs. The system is currently a failure. Until it is improved, the system doesn’t really do anything much.

The problem is they have been wildly inconsistent with their rulings. Far too soft with their discipline. But at least it is better than how it was in the 80s.

It was kind of fun in the 80's how disorganized John Zeigler was. I remember the Koharski/Schoenfeld incident and aftermath fondly. Suiting up refs from the stands was classic.
