Stick each one in a garbage bag, seal tight, store where you have room. Attic, garage, whatever.
Better yet, get some larger volume space bags. They're sturdier than trash bags. Make sure the luggage is clean and dry, put them in the bags and suck out the air. If they're sealed well, that will keep the humidity out.
When you take down the wire shelves, what are you replacing them with?
We did custom closets in our home the day we moved in. We had the top of the shelving stop maybe 1.5 to 2ft BELOW the ceiling specifically so we could put luggage, comforters, pillows, etc up there. Out of the way, but easily accessible with a step ladder. And it looks tidy. sort of like this example:
Yes, we have an attic. No, I don't like our senior citizen selves going up there.
Something like that might work. May I ask how tall your ceiling are? Our closet are only 8' tall.
I live in "heat" and we have no basements or attics. Sheds and garages, but those dry rot everything. Since we removed our tv from our bedroom, I put the luggage in the armoire that housed the tv; nested them on one side and have extra bedding on the other.
Otherwise if you have any closets that go up and under the wall, I'd be inclined to open the wall and add some doors and house them up there.
There is potential under the stairs. Good idea, thank you.

Travel lighter.
For me, a backpack is good for 23 days in Europe.

or a duffel bag. You can roll everything and really pack it in. Most fits in the overhead bins, too, if you get the right size and don't completely overload it.
We have a storage loft space in the garage and that's where ours go. Hard sided are just up there and dusted off when needed. Soft ones are sealed in hefty bags. No issues.

Yeah, ours are 10' - I don't know that this would work well with a lower ceiling.
Maybe something like this? Seems like this might be a good set up for under the stairs (but if you have this much luggage, it's time to purge some of it.)
Yeah! An attic is an excellent location-
No basements!? Really!???
Cement slab floors in much of Florida. Not even a crawl space.
