Even if they had to come to the house to do it, it shouldn't be even close to that much.
Unless it was some sort of high security lockset that was custom made, I can't imagine why it would be that much.
I have a locksmith who comes to the property and will rekey all the locks...front and back doors.....for $75.00. Of course, if you or your frined need locks changed, I'll be glad to come and do it. I could change careers for $500. a lock set cahnge.

Nobody shows up at your house for 75 bucks on Long Island.
You can buy a kit for about $7 at Home depot. Just be sure to get the kit for your brand of lock. One kit will do several doors. I did this every time we bought a new house so that all of the doors would ooen with one key. I also wanted tomake certain that no one had a key to my house. It is pretty east to do. It takes less than an hour to do four doors. All of the work is getting the lock apart. Changing out the pins is super easy.
Either redo it yourself at home or take the locks apart and take them to somewhere to have it done. About the cost of cutting a key.
Not all locks can be rekeyed. A few you can not get the cylinder apart. The lil cover does not slide back off. A few that cover is swaged in place. If that is the case you have to realize it up front and replace the entire lock assembly.
In the better places the lock assembly that already come keyed alike are in boxes that are tied together via a plastic band. They have the same code number on each box. Usually the big box stores will not carry them already keyed a like from the manufacturer.
In general to do the exercise the locks have to be of the same manufacturer or have the same number key blank. Must be able to get the key to slide into each lock. Check that too before attempting to do it. Lots of different type keys, not all are interchangeable with different lock cylinders. Got to be able to get the square pegs in the round holes.
