In my new build, I have the dishwasher in the island in the kitchen. They have to install the dishwasher but there is an outlet on the outside of the island next to the dishwasher. This is a separate outlet from the one the dishwasher will be plugged into and faces outward from the island, to plug small appliances into. I am assuming that there will still be enough clearance for the dishwasher but is it ok to have a dishwasher right next to the junction box for this outlet?
This isn't my kitchen but this is pretty much what it will be.
Ask your local electrical inspector of course. They have the final word on this. Rules vary from area to area - local areas can and do "amend" the National Electrical Code.
But I don't see any problem. The rule is that junction boxes must be "accessible" and that box would be accessible by first removing the dish washer. (As opposed to sticking a junction box inside a wall and dry walling over it.)
And the idea is that an electrician could access the wires in the junction box for troubleshooting/testing or modifying the electrical system.
That is a pretty common situation. I don't know of any not to do it.
This wires in the box are accessible from the outside after taking the cover plate and outlet off. There is nothing saying you need to get to the wires behind walls or in that situation, though as pointed out, its even better than a wall install.
My inspection is on Wednesday and was going to ask about it then, but it's great to know that it should be fine. The island has been a huge issue in this build and they had to take it all down and re-do the entire thing, including getting a new countertop. So I'm very relieved this should not be another problem!

Not even close.
NEC 314.19 Junction boxes shall be installed so that the wiring contained in them can be rendered accessible without removing any part of the building.
The outlet in the island must be GFCI "protected", but does not have to have a GFCI outlet at that location. Like KBuilder said, the island outlet has nothing to do with the dishwasher wiring.
