Code generally requires a substantial step-up from the floor of the garage to occupied living space. This is less about "noxious fumes" (as although some are heavier than air, not all are...) than it is a safety factor against things like dripping flammable liquids (e.g. gasoline) finding its way into the home!

Carbon monoxide is the first one. Anything heavier than air.

editted to add: Good one KnBldr. Liquid H2O is heavier than air. And yes I guess if you were leaking gasoline it would be better in the garage, chet.
