There is black staining the lower 3 feet of the basement wall in most of part of the wall. Could you check whether the basement wall leak and need a full waterproof? Thanks!

Your walls are most certainly seeping moisture. I see some cracks, too. At the very least, use something like Drylok to try and waterproof your walls. Do you have a sump pump? Why is there water getting in? Are your gutters/downspouts working correctly?

There is no sump pump. Not sure whether the soil next to the basement wall is too wet or not. I do not know whether the downspouts are clogged by leaves or not.

The soil in the lawn is very wet even in winter.

That would be a possible sign of clay soils. There's probably high water table- where is house located?

Older, block foundations were usually just "damp-proofed" with a mopped on tar- as opposed to today's "waterproofing". These elastomeric membranes last a lot longer and can "bridge" cracks and movement of blocks. Of course having a working perimeter drain system will also work wonders in keeping water infiltration at bay.

The previous owner insists on that there is no leak on the basement wall. It may have wet wall instead of running water from the wall.

I had some staining similar to your first pic. Turned out it was the down spouts. Once fixed, problem solved.
