From the pictures, can they tell weather the basement wall leaks or not?

Is the ground outside that wall soggy? And what is in the room above? Could be a kitchen or bathroom water pipe leak. Check those first.

I'm not an expert, but I do have experience with flooding and seepage issues.

It looks like seepage to me. First thing that you'll have to do is remove that board because mold can grow between the masonry and the paneling.

Are you buying, or selling? Either way, remediation is needed. If you can DIY fine, otherwise get someone in that can identify and fix the issue.

Is it in-fact actually wet? That doesn't look like a usual wall leak- usually the floor, carpet, baseboard will be the first casualties- not 2' off the floor.

Looks like it's just discoloration of the wood.

Another person has this opinion too. Is there hot water pipe at this height which causes the change of color of the wood panels in the whole basement?

I am considering to buy this house.

Oh, that explains everything. You have no idea what's going on; and assumed there something wrong "behind" the wall. Did you perhaps read or actually see a disclosure form? I'm sure if that were a "leak" is would be listed.

I'll put money on just color differences in the plywood veneer.

If the owner is sure there is leak, he may put this info in the disclosure. However, he may not be sure the discoloratioin is due to leak or something else. Therefore, no one knows until someone test it with a meter.

Not sure about all states, but in NY the seller usually doesn’t disclose anything and instead pays a $500 fee to buyer.
