A riding mower is far too much machine for 1/4 acre lot. 10,000 sq ft which means less than 5,000 sq ft of grass? I'd estimate a 38" deck would be plenty, say a 3 foot swath, and that should move at 1 mph, you have about a 1600 foot path to move along, depending on your layout, so you are done in 20 minutes?? Lot of variables to play with here . . .
$1600 pays for a lot of mowing by neighbor kids.
I'd go electric self propelled walk behind as the most pleasant experience. Consumer's report has extensive info on the subject.
Used 42" riders around here run $400-$1000.

There are HOAs that take care of residents' lawns as well in addition to the usual common grounds. It just depends on what the HOA votes on.

The "Cub Cadet" lawn tractors used to be bullet proof machines for mowing. However, since they are no longer made by International Harvester I can't say how good they are.

The IH Cubs were made to suit farmers and grounds keepers along with home owners willing to pay the price for a premium mower. Back in the day if there was a second choice for a Deere mower the old Cub Cadet mower ran neck and neck with the Deere mower.

I've only gotten through 2 pages, but what if the lawn is hilly? I have a self propelled and my lawn is an odd shape and on a hill.

I've got a steep hill on one side and a slight hill on the other. I would ride down the steep side then ride up the slight side
