Does the amount of water and rate of water leaking from a sink plumbing leak increase when water is turned on and flowing through the "pipe" versus when the water is not turned on and the water is standing still in the "pipe"?

It will leak until there is no water against the hole. Only increasing the pressure will increase the rate of the leak. It would take quite a bit of standing water to do that.
