Closet door is locked out and not able to open door. Inside door handle broke and fell down. When turn outside handle nothing happens. This handle does not have lock. Is there a way to move latch and open the door?
The plate should either simply pop off with the help of a flat head screwdriver, use a small one. Or there might be a small little set screw on the bottom that is helping to hold it in place. Pop that off the interior of the lock should be seeable and you can just reach in and maneuver the thing to pull over the latch.

I'd say the handle there was probably held on with a set screw... but I'd expect that plate to be attached to the plate on the other side with screws (like most door sets).
Seeing that the door swings in- the stop will probably not allow a piece of wire.
If the square shaft is turning, but not moving the throw bolt, then there's something wrong with it. The only way to open it will probably be a driver's license- something that is kinda stiff- but not as stiff as a credit card. work it between the door and the stop right where the striker plate and throw bolt are. It should push the bolt back enough to open the door.

... using a putty knife or chisel to first remove the trim molding.
Depending on the framing of the door, using a prybar and forcing it open may also be possible. Sometimes on non-secure interior doors the frame has give.
Do you have access to both sides? pop pins out of hinges and open on hinge side.
If you only have access from the side you show the pic, vice-grips on the square stub, or maybe a thin-stainless steel putty knife between trim-mould pushed straight back in-line with center of door-knob...
stick a flat-head screwdriver in the square hole and turn.
