I agree with this. A lot of suburbs love HOAs because it excuses them the responsibility of enforcing codes and ordinances, and I hear some areas even require HOAs now!
Any savings homeowners might see in their taxes are usually eaten up by HOA dues; sometimes you end up forking over more than you would if the HOA did not exist and the city had to do its own code enforcement. I might use the word "overbearing" instead of "communist" but I agree in general with this. HOAs are awful, awful, awful.

That's why I'll never buy into an HOA. If I own the home then I should have the right to paint my home the color I want without checking with a nanny board. I should be able to plant the bushes and shrubs I want as long as they are not over or near existing water pipes, sewage pipes, or underground electrical cables. If I want to save money and change my own oil I should be allowed to do so. If I want to buy a camper and it fits on my driveway or backyard I should be allowed to do so. If I want a shed to put woodworking tools or to use as storage then I should be allowed to do so. If I want to show my support for a political candidate or support for our nation's military then I should be allowed to do so. Some HOAs won't let you do any of the above without first getting their approval. They'd rather evict an 80 something year old lady from the home she bought and paid for than try to work with the homeowner.
