Could you give me some more details? What exactly are they telling your nephew? In order to help we need to know more details. "they are being so difficult..." doesn't tell us anything.

He tried to bring in his drivers license, voters registration card and pay stubs from his part time job he had a fews months gap between the pay stubs he worked at 2 different jobs so they wouldnt take those as proof they say it has to be 12 consective months, also a few a pay stubs were detached from the advertising part of stub so they said the couldnt take those either. He brought in a notarized letter from parents landlord and the college staff laughed at him and said "what are we suppossed to do with this?"

How did the parents claim him on their 2009 taxes? This will impact his residency status. If the parents did not claim him as a dependent, then he can not use their residency to establish his residency.

It sounds like it boils down to finding out exactly what it is they require to establish residency and brining it in. Apparently he is not brining in the right documentation. If he doesn't have the first thing they ask for, like 12 months of consecutive pay stubs, then what is the alternative? He can't just decide what the alternative is, like a notarized letter. Obviously this is one he decided might work instead of asking what EXACTLY the alternate options to prove residency might be. He has to follow their guidelines, regardless of how tedious they may seem.

Good luck. I moved in-district to HCC from San Jac's district (LaPorte) and had to move in with other family on very short notice...those bozos over at HCC saw my license with new address and a utility bill and claimed that because my name wasn't on the bill, I was SOL. They could not prove I lived where I do now...I guess short of grabbing one of them dolts by the collar and driving them to my residence, they could not prove that for myself or anyone else, to be honest!

I guess I have to literally buy a house in my case!

Oh well, I had pell grants, but the principle of it all...
